4. The U.S. signed an initial peace deal with the Taliban on Feb. 29.
US negotiators did not link the troop pullout to Afghan political stability or any particular outcome of talks between the Taliban and the Afghan government. Instead, the deal is dependent on the Taliban's honoring its commitment to stop "any group or individual, including al-Qaida, from using the soil of Afghanistan to threaten the security of the United States and its allies."
