Answers

1. Usually the sign on the front lawn of a house says “Beware of Dog.” When you first read the “Beware” you expect it to be a “Beware of Dog” sign. Instead, the sign on the White House lawn reads “Beware of DOGE”

2. A pun is a “play on words” – a type of humor using a word or phrase that sounds the same but has two meanings.
The cartoonist is not referring to the Doge meme (a Japanese Shiba Inu dog) – or the Dogecoin (the logo is the Doge meme – the Shiba Inu dog) – but DOGE (the Department of Government Efficiency) run by Elon Musk (who also loves Dogecoin).
Federal employees should beware of DOGE because if wasteful spending or fraud is discovered in any of the government agencies, it will be eliminated.
