Bill Flynn, a customer of NYC cigar shop Barclay Rex, who saw a citation being issued to the owner for providing free coffee to his customers. To provide free coffee for customers, owner Vince Nastri needs a permit to operate a food-service establishment. But smoking is banned in food-service establishments. The owner had the coffee machine removed.
